Monday, December 2nd – Lots of Meetings
Land use policy junkies should take note. There are lots of meetings scheduled for this week. I’ll start with three meetings being held today, tell you about one meeting on Wednesday, and then advise you to stay tuned for subsequent programs. There’s more to come. You can also check the Land Use Report link at the KUSP website, www.kusp.org.

Today, at 4:00 p.m., the Monterey County Local Agency Formation Commission, or LAFCO, will meet at the County Courthouse in Salinas. Among other things, LAFCO will decide whether to allow the City of Greenfield to annex and develop 47 acres of farmland. Transformations of agricultural areas into San Jose look-alikes happen one bite at a time. Here’s one bite.

At 7:00 p.m., consider going to the Watsonville City Hall to attend a joint City Council and Planning Commission meeting on the Housing Element. Or, head to Hollister, where the Hollister City Council is receiving a report on its Water, Wastewater and Groundwater Management Plan. Those are the three biggest issues determining the future growth of that city.

On Wednesday, December 4th, at 6:00 p.m. at the Scotts Valley City Hall, local residents will get a preview of a major new development proposal on Blue Bonnet Lane. Information is on the website.

Tuesday, December 3rd – TAMC Meets Tomorrow
TAMC meets tomorrow. TAMC is spelled T-A-M-C, and stands for Transportation Agency for Monterey County. The meeting tomorrow, on Wednesday, is particularly important. If you’d like to go, note that the meeting starts at 9:00 a.m. It will be held at the Salinas Community Center, 940 North Main Street in Salinas.

Today, I want to alert you to a couple of City Council meetings that relate to the TAMC meeting tomorrow. The Marina City Council will be meeting this evening at 6:30 p.m. at the Marina City Hall. Late on its agenda, under “Other Action Items,” the Council will decide whether or not to support the so-called “Prunedale Bypass.” Marina sends a representative to TAMC, and the Council will be deciding what instructions to give that representative about one of the most important transportation policy decisions that TAMC will ever make.

The Sand City City Council, which begins its meeting at 7:00 p.m. this evening, will also be considering issues that will be on the TAMC agenda tomorrow. In this case, the City Council will be focusing on rail transport, not the new highway project proposed for Prunedale. There are some important rail items on the TAMC agenda. Wednesday, December 4th – TAMC Meets Today
The Transportation Agency For Monterey County decides how to allocate the monies available for transportation projects. It would be hard to overstate the importance of the meeting that TAMC will be holding today. The meeting begins at 9:00 o’clock, at the Salinas Community Center, 940 North Main Street. Here are some of the most important items on the agenda:

The Prunedale Bypass, if constructed, will help induce growth throughout the Salinas Valley, and will specifically support the proposed development of Rancho San Juan. Caltrain rail service, if instituted, will help support existing patterns of regional development, in which Salinas serves as a bedroom community for jobs in the Silicon Valley. Because the rail line goes through Pajaro, it will help stimulate South Santa Cruz County - Silicon Valley commutes, as well.

Thursday, December 5th – More Transportation Issues
The Transportation Agency of Monterey County, or TAMC, met yesterday, and addressed some of the most important transportation issues affecting the Central Coast. They did not exhaust the topic. At 9:30 this morning, the TAMC Technical Advisory Committee will take up another important issue, proposed improvements to Highway One in Monterey County. The meeting will be held at the TAMC Offices, at 55B Plaza Circle in Salinas.

At this morning’s meeting, planning staff from the State Department of Transportation will present the Route One Transportation Concept Report. This document, called a TCR, evaluates current and projected conditions on Highway One, establishes a twenty-year planning vision or concept, and recommends long-term improvements. Widening Highway One, with all the impacts that would cause, is definitely on the table. If you care about these issues, now’s the time to get involved.

For listeners in the City of Santa Cruz, note that the public comment period on the proposed MetroBase project will close on December 15th. Two alternative locations for this facility for 98 buses are being considered. You can get a bit more information on the KUSP website. Click on the Land Use Report link at www.kusp.org. Friday, December 6th – Business and Housing Innovation in Marina
If you haven’t visited the MBEST Center in Marina, you might just give that a try. The University of California at Santa Cruz operates the MBEST Center. It is located in a brand new facility near the Marina Airport, off Reservation Road.

Recently, and it may still be up for viewing, the MBEST Center hosted a presentation featuring the results of an international competition in housing concepts for Monterey County. The competition was sponsored by The Monterey Bay Chapter of the American Institute of Architects. Even if you can’t see the presentation personally, you can get a good idea by checking its website. Get the link at www.kusp.org.

The MBEST Center is also home to the Marina Small Business Incubator. This project of the City of Marina is attempting to help small businesses get started, thrive, and grow. Both the MBEST Center, and the Marina Small Business Incubator project, could help bring a good planning perspective to the economic development side of growth. Good planning puts job development and housing development together. Because of its unique situation, with land available from the former Fort Ord, the City of Marina is in a particularly good position to translate good planning concepts from theory to reality. If these efforts go well, the City of Marina could become a real model community.
